There is therefore here also a universalism rooted in the logical sequence positing, first, that violence is a universal, and second, that politics arises out of the progress toward an instrumental form of violence and stands in tension with that violence: universally, then, politics will reflect this process and the particular nature it instills in political life. 12 The epistemology at the heart of this argument follows from this understanding of the nature of politics and of the assumption of universality attached to it.

This gears-like sequence of enmeshed claims where each sets in motion the next – Macpherson calls Hobbes a “mechanical philosopher”31 – brings to Leviathan two of the central components of what would later become the positivist tradition in international studies. First, it circumscribes objects of study and the sets of relationships that define their interrelationship. We know what rationality, the state, or the international realm are in their true nature, because they can only be that way: each is created through structural processes which lead logically and inescapably to that specific nature.

It is Hobbes who puts in place the second fundamental series of tenets, which imbue realism with the assumption of a universalist scope. Hobbes published his masterpiece Leviathan in 1651, in reaction to the English Civil Wars, and indeed the object of this book – as well as that of his entire lifework, as C. B. ”24 The solution he proposed is well known. Individuals must mutually consent to surrender all their rights, save for the right of self-preservation, to a commonwealth, a state, which will then control all these individuals, but will also preserve them from the violence that each could exercise against the others.
